During further deliberations on the laws concerning financial provisions for the three branches of government, it became clear that the parliament has yet to reach full consensus on these laws. While some members requested justification for the proportional ratios, others argued that salary increases for the three branches cannot take place during this period.
Members agreed, however, that the state must cut back on various allowances and benefits for presidents, vice presidents, ministers, parliamentarians, members of the judiciary, and former members of the three branches. Asis Gajadien (VHP), the initiator of the laws, stated that one of the goals is to achieve synchronization between the various state bodies and ensure a relationship between the three branches.
“The main issue, however, was that the current financing of provisions was unsustainable. This could eventually lead to a situation where we would no longer be able to fund these provisions,” said Gajadien. He introduced significant amendments, including the stipulation that members of the three branches and their former members may not acquire state assets granted to them as property based on their official functions.
Several members questioned why the rules would not take effect immediately but instead apply to the next parliament and government. Kishan Ramsukul (VHP) argued that members should not selectively choose which rules should apply now.
He suggested that measures regarding secondary positions should also take effect immediately and said the proposal to implement the rules in the next parliament is a good idea. Gajadien explained that to avoid legal disputes, it is preferable to start with the next parliament, as some members have already threatened legal action if their provisions are revoked.
Gajadien expressed satisfaction that there is growing recognition of the need for action. He pointed out that the current practice of selling hundreds of government vehicles, often less than two years old, for merely 5–10% of their value must stop.
“All government vehicles and assets being written off must be done through public auctions. Due to individual interpretations of the regulations, a specific clause has been included in the law to prevent such practices from recurring,” he stated.
Gregory Rusland, leader of the NPS faction, agreed that the laws cannot be implemented immediately, saying, “Who holds the cross blesses themselves.” However, he also urged that during the transition of power, no situation should arise where state vehicles are disposed of, and there is no mass sale of government service vehicles.
Regarding the debate on salary increases, Gajadien questioned whether it is reasonable for the country’s president to earn less than $2,000 while managers of state enterprises earn a minimum of $10,000. “We must continue to synchronize and regulate, which is why we did not immediately jump to a much higher amount. But with improved governance and increased revenues, we should eventually be able to achieve this,” Gajadien remarked.
